Geneva

Smarter, Faster, Fairer Human Rights Monitoring

Dr. Michaela Lissowsky, human rights and international criminal law expert and Director of the FNF Human Rights Hub, opens the workshop.

On 8 July 2025, the FNF Human Rights Hub, in cooperation with the Geneva Human Rights Platform (GHRP), organized a workshop during the AI for Good Global Summit of the International Telecommunication Union (ITU) from 7-11 July 2025 in Geneva. The workshop's core objective was to critically examine the application of Artificial Intelligence (AI) in human rights monitoring. The participants and panelists discussed leveraging AI's potential while establishing safeguards against inherent risks, specifically bias, data privacy, and ethical uncertainty. The workshop format was highly interactive, designed to bridge the knowledge gap between human rights experts and AI specialists. A high-level expert panel from organizations including HURIDOCS, the UN Human Rights Office, UN Development Program (UNDP), and the AI Accountability Lab initiated the discussion.

The panel discussion was followed by practical segments. These included a hands-on simulation using the UN Human Rights Office’s National Recommendations Tracking Database (NRTD). The Office of the High Commissioner for Human Rights (OHCHR) demonstrated how generative AI can be implemented for developing human rights monitoring prototypes. Their presentation, as well as the subsequent discussion, underscored the necessity of a human-in-the-loop approach for accountability in rights-based work.

Diplomats, Human Rights Defenders, and AI experts were interested in the workshop and fostered insightful discussions. The result of the workshop was, among others, a publication about the opportunities and challenges of using AI for human rights monitoring.
