Under the theme “Diaspora Bonds: a liberal lever for Africa's autonomous development”, the Friedrich Naumann Foundation for Freedom (FNF) organized a forum on September 11, 2025, in Abidjan, chaired by the Ministry of Finance and Budget. This meeting brought together experts, economists, institutional actors, entrepreneurs, and representatives of civil society to reflect on the role of diasporas in financing African development. In a context of declining external financing, participants explored the potential of Diaspora Bonds, bonds issued by states to their nationals living abroad.
During the forum, the Friedrich Naumann Director for West Africa, Alexandra Heldt, emphasized the importance of trust, transparency, and cooperation between states, financial actors, and diasporas. The representative of the Minister of Finance, Lanciné Diaby, recalled that remittances from the diaspora, representing 5.2% of African GDP, can become a sustainable source of productive investment.
The discussions, moderated by economist Séraphin Prao, Bloomfield Investment CEO Stanislas Zézé, and technical advisor Moustapha Traoré, highlighted the need for an appropriate legal framework, attractive financial products, and better financial education for diasporas. The forum also emphasized that the role of young people and SMEs is central in this dynamic. In conclusion, participants recommended mapping diasporas, identifying high-impact projects, and promoting a credible governance framework. The forum confirmed that Diaspora Bonds are a liberal and innovative alternative for endogenous financing based on economic freedom and shared responsibility.
An advocacy document has been drafted that takes into account the recommendations made during the forum, as well as other recommendations to all stakeholders (entrepreneurs, ministries, members of the diaspora, legislators, and government) to make these Diaspora Bond issuances effective within a legal framework that is attractive to investors and governments.
